When accessing a certain webservice . Not every website is affected.

Use the provided libeay32.dll and ssleay32.dll (They are version 1.0.2d), that is added when compiling.
I get :
Error connecting with SSL.
error:1408F10B:SSL routines:SSL3_GET_RECORD:wrong version number
If i instead use 0.9.8h version found on the web. It will work ok.

You probably need to set the TLS version:
//set TLS version to 1.2
Let>TLS_VER=12
//set TLS version to 1.2
